Summary of District Engineer vacancy

Citizen Charter/MRRD is looking for 17 District Engineers for Khost province. The incumbents will work to implement the organization’s project(s) there.

Job Description:

Roles and responsibilities of the position holders are to:

  •  Read, grasp, and apply the CCNPP Operational, Technical Manuals, and FAQs to the job.
  •  Technically support the community infrastructure subprojects at various phases of subprojects (Site selection, Environmental Screening Impact, ESMP development, technical survey, design, estimation, Bill of Quantities, technical proposals preparation, project implementation supervision, projects status report preparation, and more)
  • Carry out technical survey of communities’ subprojects with precise details and comply with Operation Manual (OM) and Technical Manual (TM) and ESMF.
  • Strictly consider the sustainability of subproject and economic consideration during the technical survey conduction.
  • Pay thoughtful attention during the preparation of the subproject technical proposal with high quality and according to technical requirements.
  • Develop technical proposals together with all relevant ESS Forms, technical forms, and checklists.
  • Strongly control materials cost and unit cost of construction activities during proposal review.
  •  Prepare environmental/social inputs for monitoring, evaluation, and reporting activities based on NSP Environmental Social Safeguards Management Framework (ESMF)
  • Recheck of “As Built Drawings” and final estimation of large-scale subprojects at the field level during the approval of the final status report or SFSR.
  • Follow up and considering all contents and guidelines of the Technical Manual.
  • Monitor the technical checklist (TIMC), provide detailed monitoring reports, and submit them to the relevant supervisor/manager.
  • Specify and coordinate large-scale subprojects for survey and design with Main PMU engineers.
  • Submit the large-scale subprojects technical proposals to the Main PMU Engineering Team for endorsement and further processing.
  • Provide mandatory information to Main PMU, HQ engineering department, and ESS Unit (if needed).
  • Frequently track the subprojects data entry in the MIS database and ensuring that associated data is accurate and entered properly into the database.
  • Provide on-time feedback on the TPM outcomes as per the approved deviation format.
  • Communicate and co-ordinate the TPM monthly findings with the pertinent stakeholder to take corrective steps.
  • Promote the utilization of procurement forms, specifically when construction contracts are employed.
  • Trace the Project Cost Data Base (PCDB) every trimonthly and hand it over to regional offices and create sub-project proposals and budget.
  • Suggest necessary training from the Regional Office and HQ engineering department.
    Job Requirements:

Qualifications of District Engineers:

  • MINIMUM a BSc in Civil Engineering, with a suitable understanding of four engineering sectors, i.e., Road & Bridge, Water Supply, Irrigation, and Renewable Energy.

Experience:

  • At least three years’ experience in survey, design, and implementation/observation at the community level or rural development subprojects.
  • A unique experience and good ability in the small and medium-size subproject design, review, and checking.
  • Good practical experience in applying required technical survey tools like Theodolite, Level, Abney Level, Pipe Level, etc.
  • Sound practical experience with relevant engineering software (SAP, ETABS, Civil 3D, Water Cad, etc.).

Other qualifies and qualifications:

  • Ability to provide training to district engineers involved in the project.
  • Fair understanding of and skill in Auto Cad and practical usage of it (it is necessary).
  • Sound knowledge and skill in MS Office, particularly project design, estimation, and BoQ preparation in excel program (necessary).
  • Be proactive in identifying and solving technical and procedural problems in the field.
  • Ability to consider all contents of the Technical Manual and also Operational Manual during subproject survey, design, and implementation and also handover.
  • Ability to conduct and present on-the-job training to district engineers in survey, design, and execution.
  • Be able to prepare good technical reports from subprojects monitoring.
  • Ability to work under pressure and be able to speak Pashto, Dari, and English.
  • Be able and willing to work in all related districts if necessary.
  • Punctual and on time.
