Ministry of Agriculture, Irrigation, and Livestock (MAIL) is hiring 18 Provincial Social Mobilizers for 18 provinces to work toward the implementation of its designed project. Therefore, he/she will work under the direct guidance of the Social Mobilization Officer and Regional Manager with the overall supervision of the Senior Institution Development Specialist to carry out the community mobilization activities.

Job Description:

Duties and Responsibilities:

  • Work with CDCs and Mirab of the respective irrigation plan and watershed to organize introductory and Coordination Building Meetings with farmers and entire relevant communities;
  • Conduct outreach activities in the areas under coverage of the project, including community-based information giving sessions concerning the project’s activities to make sure communities are fully aware of the project’s investments and related conditions;
  • Perform needs assessments, focus group discussions, awareness-raising and information sharing activities, and work closely with the project team to prepare community-based investment plans for irrigation and watershed management and related productive investment interventions;
  • Take part in the identification and selection process of the schemes & watershed sites with the regional technical team
  • Facilitate walk-through survey along with the current irrigation scheme and watershed in the presence of Mirab, and other community elders to document the process and report any problem that could possibly hinder the rehabilitation and development work at any stage of the project
  • Work with the field team to perform verification of CDC and associations registered office bearers and bank account
  • Assist with the other social mobilization officers to sign a contract between CDC/community organizations and Project.
  • Work with the pertinent institutions to collect membership fees from the landowners/farmers for the purpose of O&M of the irrigation scheme.
  • Mobilize and assist the CDCs and associations to actively participate in the sub-project survey, design, execution, and monitoring process and assure the target communities make contributions to the project work in a timely manner and according to a written agreement;
  • help the community in gaining support through other programs likely undertaken by governmental and non-governmental organizations;
  • Present mobilization and training sessions to the community according to the projects plans;
  • Ensure communities maintain proper documentation of project-related activities
  • Share information on successes and drawbacks with the team.

Job Requirements

  • A bachelor’s degree in (agricultural Science /Social Science and other related fields with at least 4 years of experience in the area of social mobilization or agriculture extension and development are necessary for the job.
  • Strong reading and writing ability in local languages (Pashto, Dari, etc), and enough understanding of English.
  •  Computer knowledge including full command of office packages
