Job summary

The QC Engineer Specialist will work to check, control and assure of the quality of physical works for all continuing sub-projects under the COVID-19 Emergency Agriculture and Food Supply Project (E.A.T.S) in all targeted areas. He/she will also be responsible to directly report to the Regional Manager/Sr. QC Engineer of E.A.T.S and will deliver technical support to all sub-projects under the E.A.T.S.

Furthermore, he will supervise and support Field engineers and will provide directions on quality control of irrigation systems and watershed Management and as well the Cool storage-related activities.

Job Description:

Duties and Responsibilities:

The incumbents will be required to:

  • visit the site to ensure the work and implementation meet the E.A.T.S standard.
  • Check and guide all the contractors on the contract requirement and technical specification to ensure civil work is done according to engineering standards.
  • Review the materials submitted by contractors for compliance with the BoQ and technical specifications.
  • Prepare a report about the Quality Control of the field, suggest corrective actions, and document it daily.
  • Ensure compliance of Q.C. requirements with the approved Q.C. plan of the subproject.
  • Make sure the subproject implementation is in line with the scheduled plan.
  • Make sure the quality of work is according to the agreed-upon schedule.
  • Assist the contractors to make enough provisions for allowing the flow of canal water for irrigation and building a temporary pedestrian path or establishing alternate roads.
  • Move and go temporarily to the adjacent region on the project’s emergency statues to execute the project field activities.
  • Conduct training sessions for the contractor engineers and P.D.A.I.L. technical staff as needed.
  • Establish a strong relationship with I.A., Community, C.D.C., and Contractors.
  • Have the ability to facilitate site meetings with T.P.M.A., Contractors, and C.D.C. Members.
  • Must be able to identify the variation in design on the site, share them with the related team, and manage them during sub-project implementation.
  • Check each 25 Cubic meter concrete work by taking a sample and testing it in the region’s contracted lab.
  • Solve any technical problems during the construction in coordination with CDC/IA Social, Environmental, and Gender Units’ representatives and regional managers.
  • Perform other required duties assigned by the line and sr. Q.C. Engineer.

Job Requirements

  • Applicants should have a bachelor’s degree in Civil Engineering or other related fields. (Higher degree is desirable).
  • Over seven years of experience in the related fields for bachelor degree holders and 5 years for master.
  • Be fluent in Dari and Pashtu Languages.
  • Being proficient in the English language.
  • Experience in the estimation of irrigation scheme structures, watershed management structures, and vertical structures.
  • Have experience in quality control of the irrigation system and watershed management.
  • Good organizational skills.
  • Have good interpersonal skills and be committed to working in a team-oriented and multi-cultural environment.
  • Must be able to travel all provinces of Afghanistan.
  • Excellent management and communication skills.
