Course introduction
The Global Campus of Human Rights_ an EU-supported center_ offers an online course for international election observers to train and empower them to observe electoral processes internationally while fulfilling the mission of the center. Therefore, Global Campus has designed a brand new version of its online courses that will offer chosen participants an engaging, demanding, and challenging distance learning experience. Therefore, it is a unique opportunity for those working in the field of electoral observation or in electoral institutions.

The course is aimed at all participants who are interested in fostering their knowledge of the functioning of an electoral observation mission from a multi-disciplinary perspective. Specifically, it aims to train civilian staff in electoral observation missions at the start of their career (i.e., short term observers). Moreover, the course comprehensive structure might be of interest to political experts, analysts, journalists, consultants, and investigators.
Structure and content
The course aims to enhance theoretical and practical knowledge on international election observation by offering participants the knowledge and practical skills applicable to the daily functioning of election observation missions, a benefit in case of further applications as international observers.
Furthermore, understanding of international standards, methodology, and best practices will also be crucial for those passionate about establishing and training a network of domestic observers.
The course includes the following main themes:
- International electoral observation: an introduction
- Electoral observation background and international legal standards
- Meeting the sending authorities
- Short term observers: code of conduct, observing and reporting tools
- The role of media in electoral observation missions
- And, short term observers: living the field
Time commitment
Participants are expected to commit roughly 25-30 hours of active learning through individual study and readings, quizzes, attendance in live online sessions, debates and group work on assigned case studies.
