Overview

The United Nations Development Programme (UNDP) is issuing a Call for Proposal (CFS) for its Implementing Partners (IPs) namely Civil Society Organizations (CSOs) to propose their projects intended to provide life-saving services for the survivors of Violence against Women and Girl (VAWG) in Afghanistan. Interested organizations and partners willing to work and implement their projects in this regard are welcome to apply and propose their proposals to UNDP. Applicants can submit financial and technical proposals for this call.

About the Family Guidance Centers (FGCs)

The FGCs render legal information, representation, family consultation, and support for reintegration into a safe living condition in their families or in the community, psychosocial counseling, and referrals to other services.

Furthermore, the FGC provides legal services to survivors of Violence against Women (VAW) through legal representation in the formal legal system in civil and criminal cases, or may resolve cases through accredited practices and procedures, or engaging the local Elimination of Violence against Women (EVAW) Commission.

Eligibility

UN Women Afghanistan requests the proponents to submit their proposal in line with its requirements. The proponents should meet the following criteria.

  • Proponents must meet all mandatory requirements/pre-qualification criteria as set out in Annex A-1. Proponents will receive a pass/fail rating on this section. To be considered, proponents must fulfill all the mandatory criteria described in Annex A-1. UN WOMEN reserves the right to confirm any information contained in the proponent’s response or to ask for additional information after the proposal is received. Incomplete or inadequate responses, lack of response, or misrepresentation in responding to any questions will lead to disqualification.

Competencies of the personnel or employees recruited to implement the project:

  1. Technical/functional proficiencies required;
  • All staff possess expertise and experience working with women and girls survivors of violence
  • All staff enjoy an understanding of the prevalence, nature and reasons of violence against women and girls
  • Staff demonstrate an understanding of, and experience in, ‘best practice’ responses to women and girls experiencing violence based on international standards
  • Services delivered in the FGC provide a secure, supportive and respectful work environment for staff and survivors of violence and their children
  1. Other competencies, which while not required, can be an asset for the performance of services
  • All staff has an understanding of and experience in supporting children.

Those who are interested and eligible must send their proposal via email with CFP No. 001-EVAW-Afg – FGC” in the subject line of their email. Technical and financial proposals should be sent simultaneously but in separate emails or email attachments with the UN Women CFP reference given above.

Applicants should submit their proposals to evawg.afg@unwomen.org.

Applications should be sent by the deadline and only through the above email. Applications received by other emails or after the deadline will not be considered.

Note: the proposal and other correspondence and documents exchanged between the applicant and UN Women shall be in English whereas supporting documents can be in other languages with an appropriate translation in English.
