Background information

United Nations Development Programme (UNDP) works in almost 170 countries and territories, helping to achieve the elimination of poverty, to decline inequalities and to promote sustainability by helping countries develop policies, leadership expertise, partnering abilities, institutional competencies and build resilience in order to achieve the Sustainable Development Goals (SDGs). Furthermore, UNDP promotes and supports youth empowerment for sustainable development and peace as per the recognition of youths as positive and critical agents of change in Agenda 2030 and the youth, peace, and security resolutions.

In consideration of this, in response to the increasing demand for youth expertise across all thematic areas and in the framework of the support to the implementation of Agenda 2030, and due to the vital importance of both addressing youth-specific needs and support young people’s role in COVID-19 response and recovery, UNDP is l launching a new pool of pre-vetted Youth experts. This pool of professionals will support UNDP’s work with and for young people at all levels (international, regional, country).

It is meant to provide a sustained range of expertise to advance and support youth civic engagement and involvement in decision-making and governance, youth economic empowerment, youth engagement in resilience- and peace-building, and youth empowerment in the context of COVID-19, concentrating on supporting the execution of actions and delivering results on the ground.

As a result, The Global Policy Network Experts Roster for Rapid Response (ExpRes ONE Roster) is a recruitment and deployment mechanism that keeps pre-vetted consultants on a roster and offers the ability to contract them rapidly for support. Duties and responsibilities

To support UNDP’s work with youth and on youth empowerment for sustainable development and peace, UNDP has defined the following 5 thematic areas of support, aligned with the UN Youth Strategy priority areas for which you can apply:

  1. Youth mainstreaming and young people’s comprehensive engagement, participation, and advocacy in SDG integration, implementation, monitoring, and accountability;
  2. Youth and quality education and health;
  3. Economic empowerment of youth through deserving jobs, digital skills, and innovation;
  4. Youth, human rights, civic engagement, political participation, meaningful engagement in governance;
  5. Resilience-building, peace-building, and humanitarian action and Youth.

Candidates can apply to one or more above-mentioned themes from the expert list. Successful applicants will join the UNDP’s roster of experts and be contacted as per available country needs.

Competencies of the applicants

a) Corporate competencies

  • Displays integrity by modeling the UN’s values and ethical standards;
  • Advances the vision, mission, and strategic objectives of UNDP;
  • Exhibits cultural, gender, religion, race, nationality and age sensitivity and compliance;
  • Treats all people fairly without preferential treatment.
  • Meets all obligations to gender sensitivity and zero tolerance for sexual harassment.

b) Functional competencies

  • Strategic vision, strong technical and analytical abilities on youth empowerment for sustainable development and peace;
  • Strong understanding of UN’s and UNDP’s priorities on youth;
  • Field experience with UNDP/UN a plus;
  • Experience as a young activist, human rights defender, social entrepreneur, peacebuilder, educator, trainer, grassroots youth worker, an addition;
  • Strong understanding of current development challenges for youth;
  • Commitment to youth’s meaningful involvement and empowerment;
  • Robust research, reporting, communications, and writing capabilities;
  • Ability to work autonomously, lead and work in a team, lead the development of collaborations, partnership-building, resource-mobilization and develop effective working relations with government counterparts, donors, NGOs, and other development partners;
  • Experience in developing, leading, coordinating, managing youth projects and programs
  • Solid interpersonal and communication skills, creativity, initiative, the maturity of judgment, tact, and negotiating skills, and the ability to deal with situations which may pose conflict;
  • Openness to change and the ability to get/integrate feedback;
  • Ability to accommodate further demands on short notice;
  • Be able to work under stress and stressful conditions;
  • Capacity to manage a heavy workload and resolve intricate problems with minimum observation.

Required qualification, skills, and competencies

1. Education:

Hold a Master’s degree in a development-related field (Economics, Public or Business Administration, Political Science or other Social Sciences) or equivalent

2. Work experience:

  • Over five years of related professional experience, including two years of experience managing youth-related programs;
  • Field experience with UNDP or other development institutions in crisis settings is an advantage.

3. Languages:

Fluency in English. Written and verbal knowledge of an additional UN language is highly preferable.

Step Two- Financial Proposal

After review of applications, UNDP will contact technically qualified applicants asking to submit a Financial Proposal.

  • The financial proposal should clarify an all-inclusive daily fee.
  • The financial proposal must be comprehensive and take into consideration different expenses that will arise during the contract. It should be emailed via the email sent to qualified candidates by UNDP.
