About the Helmut Schmidt program master’s scholarships for public policy and good governance 2027:

Helmut Schmidt program offers the opportunity for future leaders from developing countries to study a master’s degree in disciplines that are relevant to social and economic development to prepare them in a practice-oriented course for responsible positions in or for their regions of origin and contributes to establishing economic and social forms that are democratically oriented and designed to overcome social inequalities.

Graduate students who wish to actively contribute to the economic and social improvement of their home countries can apply for the opportunity to pursue a master’s degree in public policy and governance with a full scholarship at prestigious German institutions of higher education, supported by the German Academic Exchange Service. The program enables participants with knowledge and experience. They would need to be future leaders in politics, law, economics, and administration, as well as in their professional lives.

The Helmut Schmidt Scholarship program offers a Master’s degree in Public Policy and Good Governance at the 7 universities in Germany identified below.

The application period for the DAAD Scholarship: 1 June to 31 July 2026

Selection: October/November 2026

Result notification: end of December 2026/January 2027

Program start: September/October 2027

Language of Instruction: English and/or German

  • Possess professional experience related to the program, including professional experience, internship, and political or social commitment.

Application process:

Applicants interested in the Helmut Schmidt Master’s program in Public Policy and Good Governance must submit their completed applications and the necessary documents in German or English to the Master of their choice, not the DAAD. You can apply for up to TWO master`s courses and for the DAAD scholarship only to the selected universities with a single application and one motivation letter explaining your reason for selecting those programs and the reason behind your prioritization. You must also specify the priority of your choice (first, second) in the application.

Note: Your application will not be considered if you send it to DAAD or more than two universities.

When the application is selected and proposed for a scholarship, DAAD will contact the applicants to upload their application on the DAAD Portal. Please do not upload any document unless DAAD contacts you to do so.

Master’s Scholarships for Public Policy and Good Governance

1. General Eligibility

Can I apply for any university in Germany?
No. The scholarship is exclusively offered for the seven specific master’s courses listed in the current announcement. Applications for other universities or programs are not eligible.
I currently live outside my home country. Am I eligible?
Yes, provided you live in a developing or emerging country (on the DAC list). However, if you have resided in a country not on the DAC list (e.g., Germany, USA, UK) for more than 15 months at the time of the application deadline (31 July), you are not eligible.
Is there an age limit?
There is no strict age limit. However, your last university degree must not date back more than six years at the time of application (date of issue not before 1 January 2019).

2. Formal Requirements

I hold a 3-year bachelor’s degree. Can I apply?
It depends on the specific course. Some involve one-year or two-year programs with different entry requirements. You must clarify directly with the master’s course(s) of your choice if you can be formally admitted with your 3-year degree.
What if I graduate after the deadline?
If you will not graduate until 31 July 2025, you cannot apply for the 2026 intake. You must have completed your studies by the application deadline.
I don’t have my degree certificate yet. Can I apply?
Yes. If your official degree certificate is not yet available, you must provide an official confirmation from your university stating that you have completed your studies.
What grades and experience are required?

Grades: A degree completed with above-average grades (upper third) is an essential application criterion.

Experience: Practical experience relevant to the program goals (work, internships, volunteering, NGO work) is mandatory. Check specific course websites for details.

I already hold a master’s degree. Can I apply for another?
Yes, but you must make a well-argued case in your motivation letter explaining why you should be funded for a second postgraduate degree and how it expands on the one you already hold.

3. Language & Application

Do I need to speak German?
No. The courses are taught in English. However, a mandatory German language course (usually up to 4 months) takes place in Germany before the start of studies.
Do I need TOEFL/IELTS if I studied in English?
Even if English was your language of instruction, you must check the specific website of the master’s course(s) you are applying to. Some may still require a TOEFL/IELTS certificate.
Can I apply for multiple courses?
Yes, you can apply for a maximum of two courses. You must fill in one DAAD application form and write a single motivation letter that ranks your choices (1st and 2nd) and explains your reasons for both.

4. Scholarship Benefits

What costs are covered?
  • Tuition Fees: Exempt (only a semester registration fee applies).
  • Monthly Stipend: €992.
  • Allowances: Study/research grant (€460/year), travel allowance, and health/accident/liability insurance.
  • Family: Possible rent subsidy and/or allowance for spouses/children.

Note: For the “Social Protection” online semester, a sur place rate of €500 applies.

Can my family join me?
Yes, it is possible for the duration of your master’s course. After your initial language course, you can apply for a partner/child allowance starting from the beginning of your studies at the host university (September or October 2026).
