About Independent Directorate of Local Governance:

On 30th August 2007, a Presidential decree established IDLG, shifting the responsibilities of the Civil Administration unit of the Ministry of the Interiors to a newly-built independent directorate (“the IDLG”). Moreover, the IDLG is divided into the 3 Deputy Ministries of Municipalities (DMM), Deputy Administration and Finance (DAF), and Deputy Ministry of Policy (DMP).

Job summary:

IDLG is hiring 11 Grant Officers for the implementation of its projects in the above-mentioned 11 provinces.

Job Description:

Duties and responsibilities:

  • Ensure CDCs/GAs grants are used as per CCAP/EZ-KAR block grants mechanism in the field
  • Check and assess block grants payment requests at PMU for all installments and verify that the requirements are fulfilled before uploading into MIS.
  • File up CDCs/GAs bank statements, withdrawal checks, bank slips, and all related documents that attest CDCs/GAs grants utilization in the field.
  • Maintain a record of CDCs/GAs grants receipts, withdrawals, and expenditure at PMU.
  • Organize periodic field visits and supervise CDCs/GAs accounting process, records, and procurement procedures to ensure that the processes and records are in accordance with CCAP/EZ-Kar policy procedures
  • Approve of CDC/GA accounting/procurement records and procedures at the PMU office and ensure that all the transactions are accurately documented by CDC/GA.
  • Approve CDC/GA withdrawal calls in compliance with applicable withdrawal procedures at PMU.
  • Instruct FP field staff on grants utilization and CDC/GA documentation as needed.
  • Give feedback and comments to FP on grant disbursement requests whenever necessary.
  • Evaluate and check CDCs/GAs Financial History Form (CFHF) at PMU.
  • Share block grants information with PMU and PIU at any time needed.
  • Report grants main issues to the PMU head and PIU for the resolution.
  • Trace and follow up the disbursement requests uploaded in MIS and/or returned by the PIU grant team, to ensure timely payment of funds to CDCs/GAs accounts.
  • And, carry out any other tasks in support of the overall program, as assigned by the supervisor or his/her designee.

Job requirements:

1. Education:

  • Bachelor’s degree in Business Administration, Finance, Management, Economics, or any other related field of study.
  1. Experience: 
  • 4 years of relevant experience.

3. Skills Required:

  • Computer: Excellent understanding and usage of MS Office packages.
  • Languages: Possess excellent written and oral communication skills in English and Dari/Pashto. Other Skills Required: Teamwork and Communication Skills.

  • A well-versed and proactive approach to work.
  • Ability to work under pressure and meet tough deadlines.
